In dit Hoofdstuk 1 ziet hij Mobiliteit als sociaal geproduceerde beweging waarin drie aspecten tegelijk in beeld zijn:
-Mobiliteit als puur feit, 'ding in de wereld' , observeerbaar, meetbaar. Beweging kortom.
-Mobiliteit als betekenisvol fenomeen. Waarover het gaat in film en wetten, in geneeskunde enfotografie, in literatuur en filosofie.
-Mobiliteit als gepraktiseerd, ervaren en belichaamd handelen. Als een manier van 'in der Welt sein'.
